After a series of disturbing videos, the FBI has linked a Texas man to a group that sexually abused toddlers in a mall. Authorities arrested Arthur Hector Fernandez on December 18th, 2023, in Kingwood, Texas, as a result of a December 14th criminal complaint filed in federal court in Houston.
According to the FBI, the Australian Centre to Counter Child Exploitation (ACCCE) contacted the FBI to alert them to the situation. They shared four videos that someone posted on an invitation-only forum on the dark web. The content of the videos was beyond disturbing, to say the least.
The complaint gave full details about the graphic videos in which the video’s creator and one or two other males sexually abused two different children. Both children were only toddlers between the ages of 2 and 3.
The ACCCE also shared the videos, noting that they had two common identifiers. There were two silver bracelets and white Converse All-Star shoes that stood out. The FBI identified both children after a thorough investigation.

They identified the first child through social media. Then, authorities presented the mother of the child with a sanitized image of the video to help them identify them. Instantly, she recognized the bracelets an individual in the video was wearing as belonging to Fernandez.
According to her, she became friends with him while they both worked in the Galleria Mall in Houston. After Fernandez left his job, he watched the child for her occasionally while she worked. Unfortunately, Fernandez was using this opportunity to abuse her child sexually.
According to reports, Fernandez and his perverted friends took at least one of the videos in a public restroom belonging to the mall. They believe so because there was a changing table in the video, and the mall has those types of types in its restrooms. In addition, the FBI executed a search warrant for Fernandez’s address to prove his involvement.

They seized his electronic devices and three pairs of the sneakers present in the videos. They also searched through his Instagram account to try to identify the second minor.
Thankfully, they were successful. They located a relative of the second child who also worked at the mall. Like the other mother, she also worked at the mall and would occasionally bring her child to work.
She trusted Fernandez to look after her child during her work hours, and he even took the child trick-or-treating on Halloween. Clearly, Fernandez is a pedophile and a danger to little children in the community. Therefore, a judge wrote a court order to detain him while he was awaiting trial.

“The evidence in this case is overwhelming and revolting. I cannot allow (him) to abuse any other minors, and there are no conditions or combinations of conditions that can alleviate a danger to the community.
This is not a close call,” wrote the judge. The FBI has charged Fernandez with sexual exploitation of children. All efforts to reach the public defender listed as his attorney have proven futile.
