On Sunday, September 29, 2024, California state governor Gavin Newsom signed a bill regarding IVF insurance in the state. The bill, which goes into effect in 2025, will require infertility treatment coverage for regulated large-group companies.
The bill would mandate the creation of a health plan that covers the full range of infertility treatments for all large-group employers in the state. On Sunday, September 29, Newsom released a statement after signing State Senate Bill 729 into law. He said, “California is a proud reproductive-freedom state—and that includes increasing access to fertility services that help those who want to start a family.”
Although the current state law regarding fertility treatment mandates group insurers to cover reproductive care, it does not cover IVF. Despite the approval rating the bill has generated, some conservative groups have reservations.
According to the California Family Council, their disapproval stems in part from the bill applying to same-sex couples. The previous bill, which has stood for over three decades, saw multiple amendment attempts between 2019 and 2024.

Between 2019 and 2024, the California legislature made four failed attempts to broaden infertility treatment. After three failed attempts, Bill 729 was successful after excluding Medi-Cal, individual markets, and small plans.
According to the Kaiser Family Foundation, regulations requiring certain health insurance to cover at least some infertility treatments are in effect in fifteen states. However, as of 2024, Colorado remains the only state that mandates insurance for age-related infertility diagnosis, treatment, and fertility preservation.
“Natural IVF” costs between $3,000 and $6,000, according to Pacific Fertility Center. This type of IVF collects eggs in sync with a woman’s regular menstrual cycle without the need for medication.
